How do I fix plastic shields are down below my Chevrolet Prizm (Corolla)?

On the front of my Chevy Prizm / Toyota Corolla (They are the same) there are plastic panels / baffles / shields that protect the stones, dirt, etc. to go up and hit the Radiator and engine. However, most of the screws on the baffle plates have rusted and broke, causing the shields to dangle. I'm not sure what I can do to solve this problem - do I have to somehow break the old saw? Should I drill new and somehow the bolts?

find the holes pre-existing shields Plastic occurred in the first place and use zip-ties. Rust habit and if you need to take the shields down, you Just cut them.
